The Florida State Courts System has been working on automating the process for filing court documents for many years. In 2008, the Legislature supported these efforts by mandating a transition to the electronic filing – “e-filing” – of court records and requesting the Supreme Court to set standards, which it did on July 1, 2009. On June 21, 2012, the Supreme Court issued opinions approving recommendations to require e-filing by attorneys and e-service, through a phased in implementation.

The eFiling portal website provides eFiling and eRecording capability to users with a single statewide login. Users may utilize the ePortal web interface to submit documents to Clerks and Recorders.

Electronic Filing/Electronic Process Applications
Generally any request for a "formal" e-filing system which:
- Includes the electronic receipt and storage of a .PDF document
- Must include the submission of a pre-formatted cover sheet containing eXtensible Markup Language (.XML)
- Provides the option to eliminate paper filing submissions
- Any system that involves a third party provider or service
- Submissions are generally classified as Moderate or High complexity
Generally a request to implement an automated process/system which:
- Uses a printed copy of an e-mailed document to place in the case file
- Any system that provides electronic distribution, outside of the court, of orders to parties in a case
- Submissions are generally classified as Low complexity

- The checklist is provided as a guide to ensure all required standards have been met and the application submitted to the Court is complete.
After the Florida Courts Technology Commission approves the e-filing plan and issues approval via letter from the Commission Chair, there must be a testing period that lasts at least 90 days. Testing criteria has been established to ensure the electronic filing system is working properly. The local court may request the test last more than 90 days. Please use the provided template to complete monthly status reports.
FCTC-Approved Envelope Data Elements for Electronic Filing
The Florida Courts Technology Commission approved the following data elements for the statewide e-filing portal. The data elements identify the necessary information to initiate a case filing or file a document in an already existing case. The envelope data elements for civil divisions encompass Circuit Civil, County Civil, Juvenile Dependency, Family, and Probate cases. The envelope data elements for the criminal divisions cover Circuit Criminal, County Criminal, Criminal Traffic, Civil Traffic, and Juvenile Delinquency cases; the criminal and traffic data elements are also defined based on filer role. Statewide Standards for Electronic Access to the Courts (E-Court Standards)
Pursuant to Section 16, Chapter 2009-61, Laws of Florida (Committee Substitute for Senate Bill 1718), the Supreme Court has established, Florida Supreme Court Standards for Electronic Access to the Courts - Version 18.0 - Updated August 2017, (as noted in AOSC09-30).

To assess what is happening with electronic filing in the trial courts, the Reports Subcommittee of the Florida Courts Technology Commission developed a survey in hopes to identify the counties that are in compliance with the Standards for Electronic Access to the Courts, the counties that need attention, and strengthen the bond between the court and the clerks.
